In the heart of the Midwest, Ohio's land-based casinos are experiencing a mix of wins and losses, while the state government continues to push for the legalisation of online casino games.

Despite Governor Mike DeWine's opposition, Ohio lawmakers are determined to expand the state's iGaming framework, following the successful legalisation of sports betting in 2023. This year, several bills were introduced, including Senate Bill 197 and other legislative proposals, aimed at legalising online casinos, lottery, and horse-race wagering. However, as of August 2025, online casino gambling remains in the process of being legalised, and is not yet fully operational within the state.

In June 2025, Ohio casinos generated a total revenue of $82 million, a 10.5% decrease from May's $91.7 million. The top revenue generator was Hollywood Columbus Casino, which brought in $23.6 million, a 0.7% increase from the $23.4 million generated in June 2024. Jack Cleveland Casino saw the most significant year-over-year percent increase, with June generating $20.3 million, a 3.1% rise on what was reported the year prior. Hollywood Toledo's revenue in June 2025 was $18.7 million, a 2.8% increase from the $18.2 million generated in June 2024. On the other hand, Hard Rock Cincinnati Casino saw a year-over-year decrease in revenue, with June 2025 generating $19.5 million, a 3.8% decrease from the $20.2 million generated in June 2024.

Until full legalisation and market launch, Ohio residents can only access social casinos or offshore sites, which carry risks due to lack of regulation. Once established, the Ohio Casino Control Commission is expected to regulate the online casino market, ensuring licensing and oversight.

If the online casino legislation progresses, Ohio residents may potentially be able to play online casino games from their homes in the future. However, with the current legislative movement, no finalised legal online casino market exists in Ohio as of now.
